Dr. Behera has received his Ph.D. degree in the area of health economics from the Indian Institute of Technology Madras, Chennai. His doctoral thesis is on “Health System Financing in India: A Fiscal Space Perspective”. Since October 2019, he has been working as an assistant professor at the Asian Institute of Public Health University, Bhubaneswar. He offered various courses to the MPH students which includes Health economics; Introduction to financial management and Budgeting; Ethics and Law in Public health; Principles & Practices in Public Health; and Basic Epidemiology. His research interest is mainly based on various aspects of health and development pertaining to health financing, environmental health, health technology, human resource for health, tribal health and health outcome measurement in the wider national context of India as well as the state-specific contexts.

He has presented his research work in international forums such as 9th International Research Conference at the Central Bank of Sri Lanka, Colombo (2016); 3rd International Public Policy Association Conference at NUS, Singapore (2017); 39th Australian Health Economics Society Conference at Sydney, Australia (2017), and 12th European Health Economics Association conference at Maastricht University, Netherland (2018). He served as a reviewer for some of the international journals namely Journal of Asian Public Policy; Health Care Management Science; BMJ Public Health; Health System; Environment, Development, and Sustainability; Journal of Public Affairs; Cogent Economics & Finance, and Cogent Business & Management.
